The award is given annually and recipients are nominated by fellow troopers and co-workers.
In his letter of recommendation by his peers, Mitchell was cited for always, "being a hard worker, leading the district in enforcement actions and DUI arrest, and working well with others."
Mitchell also was recognized for his efforts in September 2009 when he and a nurse performed CPR on a woman until an ambulance arrived from 25 miles away.
